Wiki Individual and group Diabetic Education

My family practice provider MD wants his midlevel to start giving individual and group diabetic education classes and then after class, see the patient for 2-5 minutes and bill 99213 for them. Is this legit?

Our medical clinic group has been approached by another large clinic group about merging with them. One of their selling points is that our billing would be centralized in another part of Texas and we would be reimbursed at the rate where the billing is done, not where the service is being done...
